Job Summary
The Indigenous Public Engagement Consultant II will lead and implement engagement initiatives that support the City of Saskatoon’s strategic goals for inclusive civic participation. This role is responsible for building and maintaining meaningful relationships with Indigenous peoples, rights holders, and communities experiencing systemic barriers. Through these partnerships, engagement activities reflect the needs and perspectives of underrepresented groups, enhancing the City’s approach to public engagement and fostering stronger community connections.

Duties & Responsibilities

• Collaborate with rights holders, Indigenous organizations, and communities facing systemic barriers to create engagement tools and processes for City projects.
• Builds and maintains meaningful relationships with Indigenous peoples and organizations that reflect
  Saskatoon's diversity. Develop strong partnerships with communities impacted by systemic barriers through inclusive engagement practices. Facilitate and lead inclusive gatherings meetings and engagement initiatives with diverse stakeholders.
• Serves as a liaison, offering insights between Indigenous and non-Indigenous approaches and acting as the primary contact for internal enquiries regarding Indigenous engagement. Identifies and addresses evolving needs of rights holders and communities, influencing improvements in engagement processes and activities. 
• Supports the development and implementation of a public engagement training program for City staff,
  incorporating best practices for working with Indigenous peoples and communities facing systemic barriers.
• Develops and manages tools and procedures to monitor engagement activities with Indigenous organizations rights holders and communities facing systemic barriers. 
  Undertakes statistical and qualitative analysis, cross-jurisdictional research, related to engagement activities.
• Assists in the preparation of reports and materials based on data gathered through engagement activities.
• Identifies and pursues external funding opportunities to support engagement activities.
  Provides strategic recommendations, operational support and professional judgement on complex issues affecting engagement.
• Performs other related duties as assigned. 

Qualifications

Education, Training and Experience Requirements

• Bachelor’s degree in social sciences, or a related fields (e.g., community development, social work, law,
  business), with a minimum of four years of relevant experience. Alternatively, a two-year diploma a related field combined with six years of experience.  
• Preference will be given to qualified candidates who self-identify as a Canadian Indigenous person. 
• Comprehensive knowledge and respect for, Canadian First Nation, Inuit and Métis cultures, protocols, traditions, and values.
• 4-6 years of experience in community development or engagement, with a focus on building respectful
  relationships with Indigenous organizations. Saskatoon- or Saskatchewan-based experience is preferred. 
• Experience in planning, conducting, and analyzing public engagement events, including developing
  communication strategies.
• Experience organizing and facilitating meetings with diverse stakeholders.

Knowledge, Abilities and Skills

• Knowledge of issues related to rights holders in Saskatchewan or Canada, including the duty to consult, is an asset.
• Teamwork skills, with the ability to provide strategic advice that shapes team direction including experience with organizational change and empowering teams to achieve outcomes. 
• Ability to maintain confidentiality while handling sensitive information.
• Excellent report-writing and communication skills, with the ability to tailor content for different audiences. 
• Experience in issue management and conflict resolution within a political or community setting.
• Ability to work independently as required.

Additional Requirements
Must be available on call and to work evenings and weekends.
Weekly Hours: 36.67 
Salary Range: $80,150.88 to $93,935.04 CAD per annum (2023 rates)
